This serves as notification from the Coastal Marshlands Protection Committee and the Georgia Department of Natural Resources of a request from CTI Woodcock Property, LLC for a Coastal Marshlands Protection Act (CMPA) permit under Official Code of Georgia (O.C.G.A.) 12-5-280 et seq., to modify an existing mooring system at Colonial Terminals industrial facility located at 1 Woodcock Road on the Savannah River, Chatham County, Georgia. The project is less than 1/10 of an acre and is considered a minor alteration of coastal marshlands under O.C.G.A. 12-5-280 et. seq.
The existing industrial liquid bulk facility offloads, holds, and distributes product from a series of storage tanks on the adjacent upland. Stored product is then redistributed via vehicles and rail cars.
The existing facility consists of a 12ft. x 80ft. (960sq.ft.) concrete platform leading to a 55ft. x 20ft. (1,100sq.ft.) pierhead with a 10ft. x 32ft. (320sq.ft.) fender bumpout. There is an existing 10ft. x 10ft. covered area on the concrete pierhead. Total impacts for the pierhead structure are approximately 2,380sq.ft. Additionally, three (3) existing 8ft. x 8ft. (64sq.ft.) mooring dolphins are located upstream and downstream of the facility (192sq.ft.). The downstream dolphin is located outside of the extended riparian corridor. There is existing bank stabilization along the facility’s river frontage and the jurisdictional canals on the property’s western and eastern perimeters. The existing industrial facility extends approximately 105 feet into the waterway at Mean Low Water (MLW) where the waterway is approximately1,309 feet wide. Impacts from the existing industrial facility total approximately 2,572sq.ft. (0.059 acre).
The applicant proposes removal of two 8ft. x 8ft. mooring dolphins (128sq.ft.). The adjacent property owners have authorized the removal and replacement of the downstream mooring dolphin. Six new 9.5sq.ft. 3-pipe pile dolphins will be installed (57sq.ft.). Each of the eighteen new piles will be driven to a minimum depth of 35 feet below the mud line. The proposed facility is located on the Savannah River where the waterway is approximately 1,309ft. wide MLW to MLW. The most seaward extent of the modified facility will be approximately 190 feet from the USACE Navigational Channel at this location.
Impacts for the new mooring dolphins total approximately 57sq.ft. (0.001 acre). Impacts to coastal marshlands for the existing and proposed structures total approximately 2,309sq.ft. (0.053 acre).
The applicant has stated that the project does not contain an upland component.
It is the responsibility of the applicant to demonstrate that the project is not contrary to the public interest and that no feasible alternative sites exist. Impacts to coastal marshlands must be minimal in size. In passing upon the application for permit, the Coastal Marshlands Protection Committee shall consider the public interest: (1) Whether or not unreasonably harmful obstruction to or alteration of the natural flow of navigational water within the affected area will arise as a result of the proposal; (2) Whether or not unreasonably harmful or increased erosion, shoaling of channels, or stagnant areas of water will be created; and (3) Whether or not the granting of a permit and the completion of the applicants proposal will unreasonably interfere with the conservation of fish, shrimp, oysters, crabs, clams, or other marine life, wildlife, or other resources, including but not limited to water and oxygen supply.
