This serves as notification from the Coastal Marshlands Protection Committee and the Georgia Department of Natural Resources of a request from Crosby Holdings, LLC for a Coastal Marshlands Protection Act (CMPA) permit under Official Code of Georgia (O.C.G.A.) 12-5-280 et seq., to construct and maintain a vehicular bridge across a tidal ditch of Richardson Creek, at 908 Juanita Avenue, Savannah, Chatham County, Georgia. The project is less than 1/10 of an acre and is considered a minor alteration of coastal marshlands under O.C.G.A. 12-5-280 et. seq.

The marshland component of the project consists of construction and maintenance of a private vehicular bridge associated with the development of a single-family residential lot. The proposed bridge includes two flat rack container bases totaling 17.5ft. x 21.16ft. (370.3sq.ft.) to clear span the ditch. The bases will be set upon headers on either side, which will be attached to secured helical piers in the ground that will impact a total of approximately 32sq.ft. (0.0007 acre) of coastal marshlands.

The upland component of the project consists of the upland property and roadside totaling 10,875sq.ft. (0.25 acre) which the bridge will provide access between. The 50ft. marshlands buffer is a total of 1,842sq.ft. Upon completion of the marshlands component, impacts to the 50ft. marshlands buffer will include a portion of the bridge (86sq.ft.), driveway (770sq.ft.), and road (420sq.ft.) to total 1,276sq.ft.. The road and driveway will consist of gravel stone with a base of compacted crush and run. The 50ft. marshlands buffer will be 69.3% impervious upon completion.

It is the responsibility of the applicant to demonstrate that the project is not contrary to the public interest and that no feasible alternative sites exist. Impacts to coastal marshlands must be minimal in size. In passing upon the application for permit, the Coastal Marshlands Protection Committee shall consider the public interest: (1) Whether or not unreasonably harmful obstruction to or alteration of the natural flow of navigational water within the affected area will arise as a result of the proposal; (2) Whether or not unreasonably harmful or increased erosion, shoaling of channels, or stagnant areas of water will be created; and (3) Whether or not the granting of a permit and the completion of the applicants proposal will unreasonably interfere with the conservation of fish, shrimp, oysters, crabs, clams, or other marine life, wildlife, or other resources, including but not limited to water and oxygen supply.
