This serves as notification from the Coastal Marshlands Protection Committee and the Georgia Department of Natural Resources of a request from CTI Woodcock Property, LLC for a Coastal Marshlands Protection Act (CMPA) permit under Official Code of Georgia (O.C.G.A.) 12-5-280 et seq., to modify an existing mooring system at Colonial Terminals industrial facility located at 1 Woodcock Road on the Savannah River, Chatham County, Georgia. The project is less than 1/10 of an acre and is considered a minor alteration of coastal marshlands under O.C.G.A. 12-5-280 et. seq.
CMPA Permit #859 was issued December 5, 2024 and authorized improvements to the existing mooring systems. CMPA Permit #859 authorized the installation of six new 9.5sq.ft. 3-pipe pile dolphins (57sq.ft.) and the removal of two 8ft. x 8ft. mooring dolphins (128sq.ft.). The 3 pipe piles have been installed, and the downstream mooring dolphin has been removed. The upstream mooring dolphin was not removed. The existing in-water portion of the facility consists of a 12ft. x 80ft. (960sq.ft.) concrete platform leading to a 55ft. x 20ft. (1,100sq.ft.) pierhead with a 10ft. x 32ft. (320sq.ft.) fender that extends channelward. There is an existing 10ft. x 10ft. covered area on the concrete pierhead. There are currently two 8ft. x 8ft. (128sq.ft. total) mooring dolphins and six (6) 36" pipe pile dolphins (42 sq. ft. total). The existing dock structure totals approximately 2,550 square feet. The existing structure extends approximately 105ft. into the waterway from Mean Low Water (ML W) where the waterway is 1,309ft. wide. The most seaward extent of the facility is approximately 190ft. from the Federal Navigation Channel.
The applicant proposes modifying CMPA Permit #859 by installing seven new single-pile dolphins including two 42in. piles (20sq.ft.) and five 36in. piles (35sq.ft.) along the fender line. The applicant also proposes installing a new boat lift on the eastern side of the dock to launch and recover work boats. The proposed boat lift will include a 32ft. x 13ft. (416sq.ft.) lift with an adjacent 36ft. x 3ft. (108sq.ft.) catwalk. The existing 8ft. x 8ft. mooring dolphin located upstream of the dock proposed to be removed in the original permit will remain in place, but an existing 6.75ft. x 2.75ft. (19sq.ft.) gangway bent located landward of the fender line on the eastern side of the dock will be removed. Total impacts associated with the modification request are 579sq.ft. The total dock structure, once all improvements are made, will total approximately 3,110sq.ft. All work will occur from the water by crane and barge or from the existing dock. The proposed structures will extend no further channelward than the existing structures. The existing structure extends approximately 105ft. into the waterway from MLW where the waterway is 1,309ft. wide. The most seaward extent of the facility is approximately 190ft. from the Federal Navigation Channel.
The applicant has stated that the project does not contain an upland component.
It is the responsibility of the applicant to demonstrate that the project is not contrary to the public interest and that no feasible alternative sites exist. Impacts to coastal marshlands must be minimal in size. In passing upon the application for permit, the Coastal Marshlands Protection Committee shall consider the public interest: (1) Whether or not unreasonably harmful obstruction to or alteration of the natural flow of navigational water within the affected area will arise as a result of the proposal; (2) Whether or not unreasonably harmful or increased erosion, shoaling of channels, or stagnant areas of water will be created; and (3) Whether or not the granting of a permit and the completion of the applicants proposal will unreasonably interfere with the conservation of fish, shrimp, oysters, crabs, clams, or other marine life, wildlife, or other resources, including but not limited to water and oxygen supply.
