This serves as notification from the Coastal Marshlands Protection Committee and the Georgia Department of Natural Resources of a request from David Crenshaw for a Coastal Marshlands Protection Act (CMPA) permit under Official Code of Georgia (O.C.G.A.) 12-5-280 et seq., to modify and maintain a Single-Family Private Recreational Dock (PRD) facility at 2801 River Drive, Lots 1 and 2, M.J. Doyle Estate Subdivision, Savannah, Chatham County, Georgia. The proposed project is under 1/10 of an acre and therefore may be considered a minor alteration of coastal marshlands under O.C.G.A. 12-5-280 et. seq.
The property consists of a lot with single-family residence located on the western side of River Drive and an existing PRD on the eastern side of River Drive. The private dock structure does not meet the exemption under the CMPA, O.C.G.A. 12-5-295(7)(B). A CMPA permit was issued August 23, 2006 (CMP#520) to modify the PRD. A Letter of Permission (LOP) was issued September 26, 2007 to modify the dock within the permitted footprint. The existing dock facility consists of a 5ft. x 650ft. (3,250sq.ft.) walkway extending channelward to a 20ft. x 20ft. (400sq.ft.) covered fixed deck. Connected to the fixed deck is a 9ft. x 9ft. x 13ft. triangular fixed deck extension (40sq.ft.). On the channelward side of the fixed deck is a 3ft. x 11ft. (33sq.ft.) catwalk servicing a 10ft. x 25ft. (250sq.ft.) covered boat hoist. Extending channelward from the fixed deck is a 3ft. x 24ft. (72sq.ft.) ramp leading to an 8ft. x 20ft. (160sq.ft.) floating dock. To the north of the floating dock is a 7ft. x 12ft. (86sq.ft.) floating watercraft lift (FWL). The fixed terminal end of the existing dock facility is 11ft. from the extended property line to the north and 92ft. from the extended property line to the south of the structure. The dock facility extends approximately 45ft. into the waterway at a point where the waterway is approximately 518ft. at Mean Low Water. The terminal end of the dock facility is 116ft. from the navigation channel.
The marshlands component of the project includes modifications and general maintenance of the dock facility. The proposed modifications involve replacing the floating dock with an 8ft. x 20ft. floating dock and adding an 8ft. x 10ft. (80sq.ft.) floating dock on the landward side. Proposed permanent impacts to coastal marshlands will total approximately 80sq.ft. (0.002 acre). Upon completion, the project will permanently impact approximately 4,371sq.ft. (0.100 acre) of coastal marshlands
The upland component of the project consists of approximately 3,398sq.ft. of upland property which provides access to the existing wooden walkway. The upland component is 100% pervious. No changes to the upland component are proposed.
It is the responsibility of the applicant to demonstrate that the project is not contrary to the public interest and that no feasible alternative sites exist. Impacts to coastal marshlands must be minimal in size. In passing upon the application for permit, the Coastal Marshlands Protection Committee shall consider the public interest: (1) Whether or not unreasonably harmful obstruction to or alteration of the natural flow of navigational water within the affected area will arise as a result of the proposal; (2) Whether or not unreasonably harmful or increased erosion, shoaling of channels, or stagnant areas of water will be created; and (3) Whether or not the granting of a permit and the completion of the applicants proposal will unreasonably interfere with the conservation of fish, shrimp, oysters, crabs, clams, or other marine life, wildlife, or other resources, including but not limited to water and oxygen supply.
